On 13 December 2023, Council resolved to make a major amendment to the Moreton Bay Regional Council Planning Scheme 2016 called 'Major Amendment No.4 Morayfield South Emerging Community Area and Designated Bushfire Prone Areas' and send it to the Planning Minister for State interest review.
The amendment proposes to incorporate the updated Morayfield South Structure Plan into the Planning Scheme. This follows a period of early consultation where we asked for feedback on the draft structure plan.
In addition, the proposed amendment will address a gap relating to the Planning Scheme's 'Designated Bushfire Prone Areas' and the requirements for building work in these areas. It is proposed that land within the following zones will no longer be exempt from the designation of bushfire prone areas in Part 1, Table 1.6.1 of the planning scheme:
- General residential zone and all applicable precincts
- Township zone and all applicable precincts
- Centre Zone and all applicable precincts
- Industry Zone and all applicable precincts.
This will mean that new building work for the following classes of new buildings in all zones affected by the Planning Scheme’s bushfire hazard mapping will be subject to the NCC safety requirements for buildings in 'Bushfire Prone Areas':
- Class 1-3 and class 10a buildings (residential buildings and outbuildings)
- Specific class 9 buildings prescribed in the NCC (health care, most education and residential care buildings).
The proposed change will ensure particular types of new buildings (such as homes, healthcare facilities, schools, and aged care facilities) in all areas mapped as 'Bushfire Prone Areas' are built to a standard that improves bushfire resilience and public safety.
Council has completed statutory public consultation, where the community had the opportunity to provide feedback on the proposed amendment. The public consultation period took place between 13 October 2025 and 7 November 2025 and is now closed.
