A call to end homelessness in City of Moreton Bay

City of Moreton Bay Mayor Peter Flannery today welcomed Homelessness Australia’s theme for 2025, “Homelessness Action Now”, reiterating Council’s commitment to end homelessness and highlighting industry-recognised solutions.
Homelessness Australia has the vision of a future where everyone has a safe home and the support they need to thrive.
“An end to homelessness is a non-negotiable goal for Council too, and we are actively working with frontline services, housing providers, community groups and all levels of government to deliver immediate and practical support to achieve this goal,” Mayor Flannery aid.
“As a Council, we’re pulling all the levers available to us to help combat the impact of the national housing crisis locally.
“As the level of government closest to the people, we see first-hand the impact homelessness is having in our City. Homelessness can be ended - but only if we invest in the solutions that work.
“Through strong advocacy, City of Moreton Bay continues to work closely with all levels of government and will continue to lead the way to address housing insecurity in our community.
“We need an increase in crisis and transitional housing options locally, but housing alone isn’t enough. Importantly, people need wrap around support services for those doing it tough, especially to help them stay housed or recover from crisis.
“Our work is not done while there are still people sleeping rough. We’ll not shy away and continue to call for action while actively engaging with our community toward an end to homelessness.”
Here’s what City of Moreton Bay has done:
- Established an on the ground Public Space Liaison Officer program who daily support people experiencing homelessness and refer them to critical services for help
- Invested $3.7 million, provided the land and built the Peninsula Support Hub, as a new home for The Breakfast Club Redcliffe and The Salvation Army
- Invested in the Sleep Bus
- Provided parcels of Council land, one in Morayfield and another in Caboolture, for activation as social, affordable or crisis housing
- Waived infrastructure and development fees to attract affordable and social housing
- Adopted the Better Housing Amendment to encourage housing diversity near public transport, parks, and local activities
- Led the establishment of the City of Moreton Bay Homelessness, Safety and Public Amenity Executive Interagency to collectively work on solutions for City of Moreton Bay alongside the Department of Housing and Public Works, QPS, Queensland Health, Department of Transport and Main Roads, Encircle and The Salvation Army.
- Participated in the Homelessness Ministerial Advisory Council
- Have staff as a member of the Place Based Response Team
- Work with homelessness service networks to establish an Advance to Zero methodology
- Provide additional community grant funding to support initiatives responding to rough sleeping, community education or homelessness prevention.
We have also advocated to Queensland Government to provide:
- A 40 bed youth foyer for the City
- A 20% funding increase for specialist homelessness outreach services
- The Housing Connector Program for those at risk of family and domestic violence
- A Homelessness Health Outreach Team (HHOT) specifically for City of Moreton Bay
- An expansion of head leasing subsidies.
