Council consent to lodge an application to use or work on Council land

Council consent is needed for applications to use Council-owned or controlled land for:

  • development applications
  • proposed public infrastructure works
  • permanent road closures or road opening
  • new telecommunication facilities
  • other land tenure matters. 

Before submitting an application, consider pre-lodgement advice from the Department of Resources.

Council does not consider requests for the construction of private infrastructure on Council-owned or controlled land.

To apply for consent, submit a 'Council consent to lodge an application over, or proposed works within, Council-owned or Council-controlled land' application through Council’s Online ServicesIf you do not have an account, you will need to register.

How to apply

Step 1.Collect the supporting documents

You will need to provide:

  • relevant design plans
  • a Council development application Decision Notice or information request
  • relevant authority correspondence/approvals, if applicable.

Step 2.Complete an online application

  • Sign in to Council's Online Services (Instructions).
  • Go to ‘Enquiries’.
  • Search for ‘Corporate - Tenure Agreements’ and click ‘Start’ to begin the process.
  • Select the activity - ‘Application for Council Consent’.
  • Complete the questions.
  • Read and accept Council’s terms and conditions.
  • Payment by MasterCard or Visa is required at the time of lodgement, per Council's fees and charges.
