Narangba East Proposed Future Enterprise and Employment Area TLPI
On 7 May 2025, Council sought State Government approval for a TLPI. This places a 12-month pause on urban development across the proposed Narangba East Proposed Future Enterprise and Employment Area. The pause ensures Council can:
- prevent fragmented growth
- continue with integrated planning
- undertake community engagement.
On 18 June 2025, Council resolved to adopt the TLPI. It’s called Temporary Local Planning Instrument No. 01 of 2025 Narangba East Proposed Future Enterprise and Employment Area (TLPI 01/2025).
The TLPI provides an interim policy response to protect the Narangba East Proposed Future Enterprise and Employment Area. It protects it from encroachment by inappropriate and out-of-sequence urban development. It does this by:
- maintaining and supporting current development and land use rights for landowners. This will be consistent with the rural residential designation of the land
- restricting inconsistent and premature urban development, including subdivision. These could limit orderly development and the future use of parts of the area for enterprise and employment activities.
The TLPI affects certain parts of the MBRC Planning Scheme 2016. These relate to the Narangba East Proposed Future Enterprise and Employment Area.
This will not affect existing land use rights for rural residential zoning. Property owners can still make improvements under current zoning rules like sheds or house extensions. However, it would temporarily prevent out-of-sequence urban developments, including subdivisions.
There are no plans for Council to resume or acquire land for industrial uses under the NEPI or because of the TLPI.
Developing a long-term policy position
Council has completed Phase 1 of the NEPI. Phase 2 is currently underway. It will continue through the 12-month timeframe of the TLPI.
Council is now moving forward with an integrated planning process, including community consultation.

What is a Temporary Local Planning Instrument (TLPI)?
A TLPI is a short-term, statutory mechanism. This mechanism may suspend or otherwise affect the operation of certain parts of a planning scheme.
The planning minister has the discretion to take urgent interventions in rare circumstances. This must demonstrate significant risks that can cause serious adverse effects to:
- culture
- economy
- environment
- social conditions.
These risks will also increase due to the delay in Council carrying out a standard planning scheme amendment.
Why did Council adopt the Narangba East Proposed Future Enterprise and Employment Area TLPI?
Council commenced the NEPI in 2023. This followed long-term planning studies that began in 2010 to explore future uses for the area. Recent studies found:
- There has been a decline in available industrial land in the city, especially in general and light industry zones.
- The southern part of the city is popular due to its proximity to Brisbane. This area could run out of general industrial land by 2031. It coincides with the depletion of Brisbane’s industrial land.
- Narangba East is well-positioned near key transport routes. This makes it an ideal place for future enterprise and employment uses.
- Parts of the Narangba East Residential Investigation Area have the potential to transform into a significant new enterprise and employment precinct. This precinct could deliver approximately 10,527 direct and indirect full-time jobs. It could also deliver $1.257b in direct and indirect value-added contributions to the city’s economy.
Development pressure in parts of the rural residential investigation area is ongoing. Since beginning the NEPI in 2023, there have been several premature urban residential development applications lodged.
These applications can compromise Council's planning for the area. This includes potential applications seeking similar land use outcomes. They threaten Council's ability to undertake coordinated planning and engagement with residents and stakeholders.
Will there be a consultation on this TLPI?
No. The Planning Act 2016 allows Council to prepare a TLPI in response to an urgent issue. The TLPI will be effective for up to one year. During this time, Council will expedite planning and seek input from the community. We will also undertake further integrated land use planning investigations. These will inform a future planning scheme amendment.
How long is the TLPI effective for?
The TLPI began on 18 June 2025 and will be in place for 12 months instead of the regulated 24-month period. This allows Council to fast-track planning for this area.
What does the proposed TLPI mean for my land use rights and property values?
The TLPI will maintain and support the current development and land use rights for landowners. This includes sheds or house extensions consistent with the rural residential zoning of the land. It will also restrict inconsistent and premature urban development, including subdivision.
The TLPI is in place for one year and is not expected to have a significant impact on property values. This is because it maintains and supports existing rural residential land use rights.
Does this TLPI amend or repeal the existing planning scheme for the Narangba East Proposed Future Enterprise and Employment Area?
No. This TLPI doesn’t amend or repeal the MBRC Planning Scheme. The TLPI only suspends parts of the planning scheme for properties in the proposed Narangba East Proposed Future Enterprise and Employment Area. It also provides levels of assessment and assessment benchmarks. These are for the aspects of development to which the TLPI applies.
