Jetty landing and mooring

City of Moreton Bay offers opportunities for boats and vessels to land or moor at the Redcliffe or Bongaree jetties. Council regulates landing and mooring at these jetties per the Commercial Use of Public Land and Road Local Law 2023. This ensures everyone's safety while maintaining the purpose and amenity of public spaces.  

Recreational (private) use

Jetty landing

You may land at a jetty without Council approval provided your stay does not exceed 20 minutes. For landing times longer than 20 minutes, Council approval is required.

Jetty Mooring 

Private mooring at a public jetty is not permitted. 

Commercial use

Jetty landing

Commercial operators may land at a jetty for up to 20 minutes without Council approval if they are not engaging in commercial activities. If the landing is for commercial use, you must have Council approval.

Commercial use includes any activity involving the solicitation or supply of goods and services for profit, even if run by not-for-profit organisations or charities.

Jetty mooring

To moor at a public jetty, commercial operators must have Council approval.

How to apply

You need to submit your application with all supporting documents at least 30 business days before you plan to use the jetty commercially. This allows time for review, additional information requests, final assessment, and decision-making.

Step 1.Complete a risk management plan

Complete the Risk management plan template(DOCX, 927KB).

Step 2.Take out public liability insurance

Evidence of a current public liability insurance policy to the value of $20,000,000 in the same name as the applicant should be provided with your application.

Ensure the location listed on your policy includes public land, for example, anywhere in Australia or worldwide. This must be outlined either on your certificate of currency or the terms and conditions of your policy and provided to Council. If this is not listed, get written confirmation from your insurer.

Step 3.Collect supporting documents

  • provide copies of a Certificate of Operation and Certificate of Survey (commercial vessels only)
  • provide registration certificate issued by Transport and Main Roads (recreational vessels only)
  • provide a photo of the vessel.

Step 4.Review the conditions

Make sure you review and understand the Commercial use of public land and roads conditions(PDF, 387KB). Specific conditions may be added after your application has been assessed.

Step 5.Review fee and charges

An application fee is payable at the time of submission per Council’s fees and charges. Council will contact you for payment.

Jetty landing fees

The first column is the type of fee, the second column advises the fee amount, and the third column explains the fee's purpose.

Jetty landing annual fee  201196 Charged per person by boat capacity pro rata from the approval date to 30 September. Then annually, each September, for the approval term between 1 October to 30 September.
Commercial use of public land annual charge  201194 Charged pro rata from the approval date to 30 September. Then annually, each September, for the approval term between 1 October to 30 September.
Renewal fee  201209 Charged annually in September to renew an approval for the approval term between 1 October to 30 September.
Amendment application fee  201207 Payable when an application to change an existing approval is submitted. There is no fee for minor changes, for example, trading name or contact details.
Transfer application fee  201208 Payable when an application to transfer an existing approval to another person or business is submitted. Note: Not all approvals are eligible for transfer. Check the approval conditions before applying.

Charities and not-for-profit organisations are exempt from paying fees with evidence of eligibility.

Step 6.Complete an application form

Download and complete the Commercial use of public land and roads(PDF, 940KB) application form. Note: this form is used to get Council approval for both recreational and commercial uses. Submit it along with supporting documentation:

  • in person at a customer service centre.

The applicant for approval must be a legal entity, such as an individual, company, incorporated body, unincorporated body, partnership, body corporate or trustee.

Mooring along coastlines 

For mooring requests along the coastline or in waterways such as Beachmere, Bribie Passage or Caboolture River, contact Maritime Safety Queensland. 

Storing, decanting, or refuelling vessels 

You cannot store, decant, or refuel a vessel on Council-owned or managed landings, jetties, or ramps. All refuelling over water must be approved and licensed by the Port of Brisbane Corporation or another relevant authority.
