MBRC Planning Scheme - Planning scheme policies

A range of planning scheme policies are included in Schedule 6 of the planning scheme. These policies provide additional information and guidance on a variety of local planning matters including:

  • how to satisfy planning scheme assessment benchmarks (requirements)
  • urban design solutions for particular locations and forms of development
  • content requirements and methodology for preparing technical reports and plans
  • technical and engineering standards
  • procedures and responsibilities
  • characteristics of cultural heritage sites.

Where a planning scheme policy contains information to support a code, it is referred to in the assessment benchmarks. This generally occurs as either part of, or as a note to, a requirement for accepted development or performance outcome in a code.

What policies are contained in the plan?

An outline of the policies contained within the planning scheme are identified in the table below. The planning scheme policies can be found in Schedule 6 of the planning scheme. 

Policy Purpose Application
Acid sulfate soils Provides guidance for preparing an acid sulfate soils investigation report and management plan. Applies to all development on land below 20m AHD identified on Overlay map - Acid Sulfate Soils.
Advertising devices Provides guidance for satisfying assessment benchmarks for advertising devices. Applies to all advertising devices assessable against the planning scheme.
Bushfire prone areas Provides guidance for preparing a bushfire management plan. Applies to accepted development subject to requirements and assessable development in the high and medium risk areas identified on overlay map - Bushfire hazard.
Caboolture concept plan Provides guidance on development in the Caboolture CBD to maintain and improve its character as it develops, including concepts for the development of open spaces and certain significant sites.  Applies only to the Centre zone - Caboolture Centre Precinct and adjacent rail infrastructure. 
Caboolture West Local Plan - Neighbourhood Development Plan No.1 (NDP1) Provides an overview of the land use and infrastructure planning rationale in preparing Neighbourhood Development Plan No.1 (NDP1). Applies to development requiring assessment within Neighbourhood Development Plan No.1 (NDP1) of the Caboolture West Local Plan.
Centre and neighbourhood hub design Provides information and guidance in the form of images and text about satisfying assessment benchmarks, encourages innovative and site specific design solutions in centres and neighbourhood hubs.  Applies to development in centres or neighbourhood hubs in all applicable zones. 
Economic impact assessment Identifies the minimum information to be included in an economic impact assessment report and who should prepare the report. May apply to development applications including, but not limited to: out of centre development; major retail and commercial development in the centre zone; development with potential to have adverse economic impacts; and new neighbourhood hubs with significant catchment overlap.
Environmental areas and corridors Provides information and guidance for satisfying assessment benchmarks for development in environmental areas and corridors.  Applies to development applications for development in areas identified on Overlay map - Environmental areas. 
Extractive industry Provides guidance for preparing an environmental management plan and transport route impact assessment for extractive industries. Applies to development of extractive industry in the extractive industry zone and development in areas identified on Overlay Map - Extractive resources. 
Flood hazard, coastal hazard and overland flow path

Provides guidance for the preparation of technical reports required to assist in assessment of natural hazards and proposed development on land affected by coastal and flood hazards and overland flow paths.

Includes Appendix 1 - Drainage master plans for a Drainage investigation area.

Applies to assessable development in the Coastal planning area, Flood planning area and overland flow paths identified on the respective overlay maps.
Heritage and landscape character
  1. Identifies information required for preparing a:
    • cultural heritage impact assessment report;
    • cultural heritage conservation management plan;
    • tree assessment report.
  2. Identifies sites, items, objects, buildings and significant trees of cultural heritage in the region.
Applies to development applications for material change of use, reconfiguring a lot or operational works on a lot identified on Overlay map - Heritage and landscape character.
Integrated design

Identifies the road, street and associated infrastructure design standards, and the landscaping and open space design standards expected for the region, outlines information council may request for development applications, provides guidance on satisfying assessment benchmarks.

Applies to development applications for material change of use, reconfiguring a lot or operational works.
Integrated transport assessment Provides guidance for preparing an integrated transport assessment and facilitates integrating development with transport networks, including walking, cycling and public transport. Applies to all developments capable of having significant impact on the external transport system. 
Landslide hazard Provides detailed technical guidance for the preparation of a geotechnical report required to support a development application. Applies to accepted development subject to requirements and assessable development in landslide hazard areas identified on Overlay map - Landslide hazard.
Neighbourhood design Provides guidance for the layout and design of new residential areas. Identifies key attributes of neighbourhood planning and provides guidance on the preparation of Neighbourhood Development Plans for Caboolture West. The policy also provides guidance on the types of information that may be required as part of a development application for reconfiguring a lot. Applies to:
  1. reconfiguring a lot applications proposing more than one additional lot; and
  2. residential uses applications on sites with an area greater than 6000 square metres.
Noise Provides guidance for the assessment of noise, preparation of noise impact assessment reports and noise management programs. Applies to proposed development that involves noise generating activities or sensitive uses potentially impacted by noise.
Operational works inspection, maintenance and bonding procedures Provides the required procedures and responsibilities for supervision of development works and the supply of inspection documentation, as well as their maintenance period obligations and minimum security requirements. Applies to all operational work carried out as part of, or in conjunction with, the development of land where council will be responsible for the subsequent repair and maintenance of the completed works once they are accepted off maintenance.
Residential design Provides information and guidance in the form of images and text about satisfying assessment benchmarks, encourages innovative and site specific design solutions, increase stakeholder awareness of the range of detached and attached housing types.

Applies to residential uses within the following zones, precincts or local plans:

  • General residential zone
  • Emerging community zone, transition precinct if on a developed lot;
  • Township residential precinct;
  • Redcliffe local plan, Interim residential precinct; or
  • Caboolture West local plan, Urban living precinct (Next generation sub-precinct), Town centre precinct (Residential north and Residential south sub-precincts).
Stormwater management Provides guidance for the preparation of a stormwater management plan that addresses stormwater quality and quantity. Applies to assessable development where subject to stormwater assessment benchmarks.
Township character Provides information and guidance in form of images and text about satisfying assessment benchmarks, accommodate urban growth sympathetic to rural lifestyle, reinforcing a strong sense of community and identity, while reinforcing the traditional architectural style elements of the subject rural towns and villages. Applies to development within the Township zones.
Waste Outlines the standards for the storage and collection of general waste and recyclable waste bins. Applies to all existing development without waste management conditions and accepted development subject to requirements and assessable development.
Woodfordia transport and access management Provides guidance on the process and content required for Woodfordia Transport and Access Management Plans for events with more than 350 people in attendance at one time Applies to all events held at Woodfordia with more than 350 people in attendance at one time.
