Proposed Moreton Bay Regional Council Planning Scheme Amendment - Major Amendment No. 4 - Morayfield South Emerging Community Area and Designated Bushfire Prone Areas
In accordance with section 20 of the Planning Act 2016 and Chapter 2, Part 4, section 18 of the Minister’s Guidelines and Rules Version 3.0 which commenced on 22 July 2024, Moreton Bay City Council provides notice of public consultation on the proposed “Moreton Bay Regional Council Planning Scheme Amendment - Major Amendment No. 4 - Morayfield South Emerging Community Area and Designated Bushfire Prone Areas” (proposed amendment). The proposed amendment is a major amendment to the Moreton Bay Regional Council Planning Scheme Version 7.1, effective from 23 June 2025.
The purpose and general effect of the proposed amendment to the Moreton Bay Regional Council Planning Scheme is to:
- provide a policy response to Temporary Local Planning Instrument 02/2025 – Morayfield South Emerging Community Area through changes to introduce a Morayfield South Structure Plan and supporting provisions, to enable the Morayfield South Emerging Community Area to develop in an orderly and integrated manner that incorporates residential growth, infrastructure, services, parks, centres, housing diversity, schools and environmental corridors and links, to create a holistic and attractive future community;
- enliven the trigger for the bushfire related building assessment provisions of the National Construction Code in the designated bushfire prone areas for all zones in the city, i.e., remove current exemptions for land within the General residential, Centre, Industry and Township zones from the designation of bushfire prone areas in Part 1, Table 1.6.1 - Building assessment provisions in the planning scheme.
Public consultation period
The consultation period, during which submissions may be made, for the proposed amendment is from 13 October to 7 November 2025.

During the consultation period, any person can view and download the proposed amendment and supporting information on Council’s website.
Copies are also available to inspect at the Burpengary and Caboolture libraries:

Copies are also available to inspect and purchase from Council’s Customer Service Centres, during business hours:

- 2 Hasking St, Caboolture

Submissions
Any person may make a submission to Council about any aspect of the proposed amendment.
A properly made submission must:
- be signed by each person making the submission
- be received by Council before midnight on 7 November 2025
- state the full name and residential or business address of each person making the submission
- state the grounds of the submission and the facts and circumstances relied on in support of the grounds
- state a postal or electronic address for service relating to the submission (e.g. for any response) for each person making the submission
- be made to City of Moreton Bay.
