Additional animal approvals
Council regulates and manages the number of animals allowed on a property through Local Law 2 (Animal Management) 2011 and its subordinate local law.
Use the number of animals allowed by property size tool to determine the maximum number of animals you can keep on your property.
If the size of your property allows you to apply for additional animal/s or you are a recognised breeder, the approval of Council is required. Review the relevant Additional animal approval information and make an application.
Additional animal approval
An Additional animal approval allows you to keep a permitted number of animals on your property subject to the conditions of the approval. The term of an Additional animal approval is for a twelve-month period (1 October - 30 September).
Complete an Additional animal approval application(PDF, 761KB) and pay the non-refundable fee.
Council will assess the application and in some cases, an inspection of the property may be conducted. Minimum standards and conditions for keeping animals are outlined on the application form.
Renewal of Additional animal approval
Cats and Dogs -To renew an Additional animal approval for a further twelve months the approval holder is required to register all approved cats and dogs before the 30 September for that year.
Other animals - Council will issue a letter confirming additional animals are being kept in accordance with the conditions of the approval.
Additional animal approval - Recognised breeder
An Additional animal approval - Recognised breeder allows you to keep a permitted number of animals on your property for the term of the approval and if you adhere to the conditions of the approval. The term of an Additional animal approval - Recognised breeder is for a twelve-month period (1 October - 30 September).
Recognised breeder - Dogs
Dog breeders must be a registered breeder and meet the requirements in accordance with the State’s Animal Management (Cats and Dogs) Act 2008.

Council will assess the application and an inspection of the property will be conducted. Minimum standards and conditions for keeping animals are outlined on the application form.
Recognised breeder - Cats and other animals
Complete an Additional animal approval - Recognised breeder - Cats and other animals application(PDF, 1MB) and pay the non refundable fee.
Council will assess the application and an inspection of the property will be conducted. Minimum standards and conditions for keeping animals are outlined on the application form.
Renewal of Additional animal approval - Recognised breeder
To renew an Additional animal approval - Recognised breeder, for a further twelve months, the approval holder is required to complete a ‘Renewal of Additional animal approval - Recognised breeder(PDF, 703KB)’ form and return to Council together with applicable supporting documentation before 30 September.
General Information
Response in writing
- All applicants will be advised of the decision and conditions of approval in writing.
Transfer and replacement of animals kept under the approval
- This approval is not transferable to another person, property or animal.
- Approval holders are not permitted to replace an animal being kept under an Additional animal approval or an Additional animal approval - Recognised breeder approval.
- Any new animal that exceeds the allowable number requires a new application.
Cancellation of the approval
- If an approval is no longer required (request for cancellation) or if any circumstances relating to the approval should change, notification should be submitted to council in writing.
