Adoption of Temporary Local Planning Instrument

No. 1 of 2025 Narangba East Proposed Future Enterprise and Employment Area (TLPI 01/2025)

Notice is given under the Planning Act 2016 and the Minister’s Guidelines and Rules Version 3.0 which commenced on 22 July 2024 that on 18 June 2025, Moreton Bay City Council (the Council) adopted Temporary Local Planning Instrument No.01 of 2025 Narangba East Proposed Future Enterprise and Employment Area (TLPI 01/2025). TLPI 01/2025 will have an effective day of 18 June 2025 and will cease to have effect on 18 June 2026, unless repealed sooner.

The TLPI 01/2025 applies only to part of the Moreton Bay City Council’s local government area being the area described as the Narangba East Proposed Future Enterprise and Employment Area (as identified in Attachment A – Narangba East Proposed Future Enterprise and Employment Area) in TLPI 01/2025 which can be accessed on Council's website.

The purpose of TLPI 01/2025 is to:

  1. further regulate development over the Narangba East Proposed Future Enterprise and Employment Area to ensure this regionally and locally significant investigation area is appropriately protected until the necessary land use and infrastructure planning is completed; and
  2. be achieved through development that is consistent with the assessment benchmarks contained in the Narangba East Proposed Future Enterprise and Employment Area Code.

The general effect of TLPI 01/2025 is that the TLPI:

  1. is a local categorising instrument under the Planning Act 2016;
  2. will suspend parts of the Council’s Moreton Bay Regional Council Planning Scheme 2016 (the Planning Scheme) for development over land contained within the Narangba East Proposed Future Enterprise and Employment Area;
  3. will categorise development;
  4. will specify the categories of assessment required for different types of assessable development;
  5. will set out the assessment benchmarks that an assessment manager must assess assessable development against.
