Caboolture-Morayfield PAC

The State Government identifies Caboolture-Morayfield as a Principal Activity Centre (PAC) in the South East Queensland Regional Plan 2009-2031.

Under this plan, Moreton Bay Regional Council, with funding assistance from the State Government has prepared the Caboolture-Morayfield Principal Activity Centre strategy, which was adopted by Council on 27 November 2012.

Area

The Caboolture-Morayfield Principal Regional Activity Centre is about 860 hectares, and serves the population in the northern half of the Moreton Bay Regional Council area and further north to the town of Beerwah in the Sunshine Coast Regional Council area.

It extends roughly 5.5km north to south and 3km east to west with the Caboolture River dividing the centre into two distinct economic hubs that are connected by Morayfield Road.

As a Principal Regional Activity Centre, Caboolture-Morayfield is considered an area of significance within the overall network of South-East Queensland centres.

Caboolture-Morayfield is one of only three Principal Activity Centres north of the Brisbane CBD.

Scope

The master planning process has involved the development of the following:

Vision - To guide the preparation of the Strategy and provide future strategic direction for planning and development decisions; and

Strategy - comprised of:

  • Master Plan - to guide future development and planning decisions
  • An Implementation Plan - to help deliver and support the master plan and achieve the vision

The finalised Strategy highlights the policy interventions required to make Caboolture-Morayfield a thriving regional hub which supports the desires and aspirations of its community. The adopted Strategy is comprised of a Master Plan and Implementation Plan.

The finalised Master Plan transforms the vision and principles into a spatial context illustrating the ultimate development scenario for the centre.

The Implementation Plan will ensure the outcomes and strategies are realised by helping to initiate significant change within the centre. This will be achieved by encouraging economic growth and investment within the centre, which will ensure that superior social, environmental and built form outcomes come to fruition.

The Caboolture-Morayfield Principal Activity Centre Strategy has been used to inform the preparation of the MBRC Planning Scheme. It is important to note that not all of its components have been directly included in the planning scheme as the preparation of the strategy preceded the planning scheme preparation process. A number of land use, place making and infrastructure outcomes of the Strategy were modified in order to align with the strategic outcomes sought by the planning scheme.

The implementation component is being integrated across Council to identify the actions required to achieve the long term outcomes sought for Caboolture-Morayfield.
