Council is preparing to construct an upgrade of the intersection of Sparkes Road, Ellis Street and Francis Road from a roundabout to a signal controlled intersection as part of the Local Government Infrastructure Plan.
The community was consulted in November 2020, via a letter to properties in the surrounding area, a webpage update on Council’s Website, and a Variable Message Sign located at the intersection, directing passing motorists to the Council website.
The upgrade is required to accommodate traffic growth and improve safety for pedestrians, cyclists and motorists. The upgrade includes:
- installation of traffic signals
- additional traffic lanes to separate through-traffic and turning traffic
- the addition of cycle lanes at the intersection
- signalised pedestrian crossings at the intersection
- landscaping and street lighting improvements
- road pavement reconstruction.

Upcoming works
You will have noticed some site works have commenced. The initial works are to relocate below ground services to enable the upgrade to be constructed.
The upgrade construction program will also involve:

- service relocation - Unitywater private works Phase 1 - scheduled for 23/24 Q4
- enabling works - Civil construction package - scheduled for 23/24 Q4
- service relocation - Energex Stage 2 - scheduled for 23/24 Q4
- enabling works - Water and Sewer construction package - scheduled for 24/25 Q1 to Q2
- service relocation - Unitywater private works Phase 2 - scheduled for 24/25 Q2
- service relocation - APA Gas Phase 2 - scheduled for 24/25 Q1 to Q2
- main construction works - scheduled to commence 24/25 Q3
