Agistment of animals on Council-owned or managed land

Council owns and manages a range of parks and reserves across the city that may be suitable for agistment.  

Council provides agistment opportunities for suitable undeveloped or unmaintained areas. Applications are assessed on a case-by-case basis.

How to apply

Collect the supporting documents

You will need to provide an agistment management plan outlining:

  • the applicant's name, address and contact details
  • the property address for the proposed agistment
  • livestock details including the type and proposed numbers
  • an aerial map showing the proposed agistment area and any adjoining land, where applicable
  • your stock rotation practices
  • your fencing and water arrangements
  • your current Department of Agriculture and Fisheries registration, including your Property Identification Code (PIC) and Registerable Biosecurity Entity (RBE) number and expiry date.

Complete an online application

  • Sign in to Council's Online Services (Instructions). If you do not have an account, you will need to register.
  • Go to ‘Enquiries’.
  • Search for ‘Corporate - Tenure Agreements’ and click ‘Start’ to begin the process.
  • Select the activity ‘Agistment of animals of Council owned/managed land’.
  • Complete the questions and upload the required documents.
  • Read and accept Council’s terms and conditions.
  • Payment by MasterCard or Visa is required at the time of lodgement. Check Council's agistment fees and charges.

Obtain public liability insurance

Evidence of a current public liability insurance policy to the value of $20,000,000 will need to be provided with approved applications. The insurance policy must be in the same name as the applicant. Any other party or provider associated with your application should also have public liability cover and provide evidence of this cover to the applicant.

Application processing time

Applications are assessed in consultation with relevant Council departments. Your application may take approximately 4 to 6 weeks to process.

Notification of outcome

Council will advise you in writing of the outcome of your application. If an application is approved, you will be offered an Agistment short-term licence agreement and must provide any requested documentation to Council before the due date.

Licencing period

Licence agreements are typically offered for 12 months and reviewed annually.

 Maintenance

The agistment holder is generally responsible for the day-to-day maintenance and management of the property at their own expense. This includes maintaining fences, access tracks and firebreaks, controlling weeds, keeping gates secure and ensuring stock are contained and cared for.

Animal limits under local law

Although the agistment is on Council land, local law limits on the maximum number of animals allowed on the property may still apply. The limit depends on the size of the property.

Responsible ownership of livestock

As a livestock owner, you are responsible for meeting your duty of care obligations, maintaining secure enclosures and ensuring your animals do not create a nuisance or safety risk.
