Suttons Beach Pavilion Redevelopment project

Nestled on the Redcliffe foreshore, Suttons Beach Park is a favourite for locals and visitors alike.

The Suttons Beach Pavilion Redevelopment project aims to revitalise the park with a new public pavilion and upgraded park area. 

In November 2023, we engaged City Lab to lead an architectural design competition.

A jury of five architecture and design experts selected Lahznimmo Architects with Plummer & Smith’s design proposal as the winning design.

The design presents a multi-purpose building and a refreshed park area. It is welcoming, relaxed and accessible and will bring new life to this much-loved seaside precinct.

Key features of the design proposal

  • Three hospitality spaces.
  • Enhanced public amenities including accessible toilets, accessible showers and a Changing Places facility.
  • Ample indoor dining and outdoor seating options.
  • Rooftop space featuring one of the hospitality spaces, a public deck, and an event space.
  • Improved accessibility throughout the car park, pavilion and surrounding park.
  • A circular seating and potential events space that is open and accessible.
  • Lift and stairs between both levels.
  • Versatile landscape for everyday activities and events.
  • Design features that cater to the sub-tropical climate and weather conditions.
  • Native plant species in the surrounding landscape.

Project update

In November 2024, we secured $12.1 million in funding for the project's construction from the State and Federal Governments through the Liveability Fund, under the SEQ City Deal.

Council awarded the construction tender in November 2025, with works due to begin in early 2026. We expect work to be completed in mid-2027, weather permitting.

The project includes:

  • the new pavilion building
  • extensive landscaping
  • public changing rooms
  • new shade structures
  • upgraded car park.

Residents will also be able to enjoy new food and beverage opportunities at the site by the latter half of 2027. This is subject to the outcome of a separate tender process that is ongoing.

City of Moreton Bay lodged the Development Application for the project in December 2024. For more information view the DA Tracker.

Tenders

Food and beverage providers

The formal hospitality tender opened in July 2025 and closed in September 2025. The vision for the soon-to-be built Pavilion features a dynamic mix of food and beverage concepts across both the ground floor and level one, offering a range of experiences and service styles.

Council is currently assessing tender submissions. The successful tenderer will be announced once the process has concluded.

Building contractor

Council awarded the construction tender to begin works in early 2026 with the aim to complete by mid-2027.

Community consultation

In 2023, we consulted with the community on the preferred building style. The community consultation process has now concluded. Read more about the community consultation.

Project funding

This project is funded by City of Moreton Bay and the SEQ City Deal Liveability Fund. A partnership between the Australian and Queensland Governments, and the Council of Mayors (South East Queensland).
