Planning Scheme Policy - Air Quality Impact Assessment

In accordance with section 22 of the Planning Act 2016 and Chapter 3, Part 1, section 3 of the Minister's Guidelines and Rules Version 3.0, which commenced on 22 July 2024, Moreton Bay City Council provides notice of public consultation on the proposed "Moreton Bay Region Council Planning Scheme Policy - Air Quality Impact Assessment (proposed PSP)".
The proposed PSP supports the Moreton Bay Regional Council Planning Scheme Version 7.1, effective from 23 June 2025.
The purpose and general effect of the proposed PSP supporting the Moreton Bay Regional Council Planning Scheme is to:
- provide general city-wide guidance and additional information on how to conduct air quality assessments and prepare associated impact assessment reports and management programs where required to satisfy relevant requirements of the planning scheme;
- support development involving activities generating air emissions to be located, designed and managed to maintain the health and safety of people and avoid and mitigate environmental harm and nuisance;
- support new assessment benchmarks proposed through Major Amendment No. 5 – Narangba Innovation Precinct (East) Temporary Local Planning Instrument Response relating to the Narangba Innovation Precinct (East);
- provide specific guidance for the assessment of air emissions in or adjacent to the Narangba Innovation Precinct with a focus on cumulative impacts to the surrounding area.
Public consultation period
The consultation period, during which submissions may be made, for the proposed amendment is from 27 July 2026 to 24 August 2026.

During the consultation period, any person can view and download the proposed amendment and supporting information on Council’s website.
Copies are also available to inspect and purchase from Council’s Customer Service Centres, during business hours:

Copies are also available to inspect at the following libraries:

Submissions
A properly made submission must:
- be signed by each person making the submission;
- be received by Council before midnight on 24 August 2026;
- state the full name and residential or business address of each person making the submission;
- state the grounds of the submission and the facts and circumstances relied on in support of the grounds;
- state a postal or electronic address for service relating to the submission (e.g. for any response) for each person making the submission; and
- be made to City of Moreton Bay.
