Major Amendment No.5 - Narangba Innovation Precinct (East) TLPI

In accordance with section 20 of the Planning Act 2016 and Chapter 2, Part 4, section 18 of the Minister’s Guidelines and Rules Version 3.0, which commenced on 22 July 2024, Moreton Bay City Council provides notice of public consultation on the proposed “Moreton Bay Regional Council Planning Scheme Amendment - Major Amendment No. 5 – Narangba Innovation Precinct (East) Temporary Local Planning Instrument Response” (proposed amendment).

The proposed amendment is a major amendment to the Moreton Bay Regional Council Planning Scheme Version 7.1, effective from 23 June 2025.

The purpose and general effect of the proposed amendment to the Moreton Bay Regional Council Planning Scheme is to:

  • provide a policy response to Temporary Local Planning Instrument (TLPI) 01/2020 – Narangba Innovation Precinct (East) (and all subsequent remade TLPIs, currently in effect as TLPI No. 02 of 2026) as informed by the Narangba Innovation Precinct Study.
  • balance industry investment and viability in the Narangba Innovation Precinct, with the management of health, safety and amenity of surrounding areas;
  • encourage both existing and new Special and High impact industries to grow and establish in the designated Special industry precinct; and
  • introduce new standards for development within the Narangba Innovation Precinct east of the Bruce Highway and the Rural residential and General residential zoned land between the Narangba Innovation Precinct, Deception Bay Road and Lipscombe Road, which will ensure:
    • the cumulative impacts of the Narangba Innovation Precinct are assessed and closely managed;
    • the operation of the Narangba Innovation Precinct and viability of existing industries are protected from the intensification of sensitive land uses; and
    • sensitive land uses nearby the Narangba Innovation Precinct are protected from adverse impacts.

Public consultation period

The consultation period, during which submissions may be made, for the proposed amendment is from 27 July 2026 to 24 August 2026.

During the consultation period, any person can view and download the proposed amendment and supporting information on Council’s website.

Copies are available to inspect and purchase from Council’s Customer Service Centres, during business hours:

  • 2 Hasking St, Caboolture 
  • 1 Irene St, Redcliffe.

Copies are also available to inspect at the following libraries:

  • North Lakes library – Level 1/10 The Corso, North Lakes
  • Burpengary library – 121 Station Road, Burpengary.

Submissions

Any person may make a submission to Council about any aspect of the proposed amendment.

A properly made submission must:

  • be signed by each person making the submission;
  • be received by Council before midnight on 24 August 2026;
  • state the full name and residential or business address of each person making the submission;
  • state the grounds of the submission and the facts and circumstances relied on in support of the grounds;
  • state a postal or electronic address for service relating to the submission (e.g. for any response) for each person making the submission; and
  • be made to City of Moreton Bay.
