Adoption of Temporary Local Planning Instrument
No. 02 of 2025 Morayfield South Emerging Community Area (TLPI 02/2025)
Notice is given under the Planning Act 2016 and the Minister’s Guidelines and Rules Version 3.0 which commenced on 22 July 2024 that on 10 September 2025, Moreton Bay City Council adopted Temporary Local Planning Instrument No. 02 of 2025 Morayfield South Emerging Community Area (TLPI 02/2025). TLPI 02/2025 will have an effective day of 17 September 2025 and will cease to have effect on 17 September 2026, unless repealed sooner.
The TLPI 02/2025 applies only to part of the Moreton Bay City Council’s local government area being the area described as the Morayfield South Emerging Community Area (as identified on Figure A - Morayfield South Emerging Community Area in TLPI 02/2025, which can be accessed on Council's website).
The purpose and general effect of TLPI 02/2025 is to:
- provide an interim planning framework, including an Interim Structure Plan, to enable the Morayfield South Emerging Community Area to develop in an orderly and integrated manner that incorporates residential growth, infrastructure, services, parks, centres, housing diversity, schools and environmental corridors and links, to create a holistic and attractive future community;
- guide development in the Development Area Precinct within the Morayfield South Emerging Community Area to assist in meeting the region’s housing needs and support economic growth;
- reduce potential character and amenity issues on the adjoining rural residential areas;
- ensure development provides development infrastructure in a safe, effective, efficient, timely, financially sustainable, equitable and coordinated manner for all infrastructure networks; and
- continue to preserve and not compromise the Future Urban Investigation Precinct by preventing development in this precinct until such time as proposed Major Amendment No. 4 - Morayfield South Emerging Community Area and Designated Bushfire Prone Areas is adopted and commenced by Moreton Bay City Council.
TLPI 02/2025 suspends and otherwise affects certain parts of the Moreton Bay Regional Council Planning Scheme 2016 relating to the Morayfield South Emerging Community Area and otherwise applies assessment benchmarks, in addition to the current assessment benchmarks of the current Moreton Bay Regional Council Planning Scheme 2016, being version 7.1, to all assessable development within the Morayfield South Emerging Community Area.
