Expressions of interest for Art At Large murals
Council is inviting expressions of interest (EOI) for 4 mural opportunities for the Art At Large program in the financial year 2025-2026.
Under Art At Large, Council commissions professional artists to create temporary public artworks on Council-owned infrastructure.
In this round of public art opportunities, Council is commissioning 4 separate murals. There will be 2 painted wall-based murals and 2 painted footpath murals.
Council invites expressions of interest from experienced professional artists. This opportunity is open to all Australian artists. You don't need to live in City of Moreton Bay to submit an EOI.
Wall murals
Artists selected for this opportunity are required to design and facilitate one to two community engagement workshops to inform their concept designs. Artists selected will be paid a concept design fee of $2,000 and a workshop fee of $840 per workshop (includes planning, facilitation and materials). The budget to paint each wall mural will range from $3,500 - $10,500.
Council will cover the costs for site preparation, equipment hire and anti-graffiti coating.
Footpath murals
Artists selected for this opportunity will be required to design and facilitate a community engagement workshop to inform their concept designs. Artists selected for the footpath murals will be paid a concept design fee of $1,500, a design development fee of $1,500 and a workshop fee of $840 per workshop (includes planning, facilitation and materials).
The footpath murals will be painted with specialised, heat-reflective road paint and installed by external contractors. The selected artist will not be required to install their artwork.
The artwork will not cover 100% of either footpath area. The artwork will cover up to approximately 40% of the footpath. This means you will need to consider aesthetic composition and how the artwork elements are spread across the total allocated footpath area.

Mural sites
Ferny Hills Aquatic Centre (wall mural)
Ferny Hills Aquatic Centre services the local suburbs of Samford, Bunya, Everton Hills and Arana Hills as well as some of Brisbane’s northern suburbs. The centre contains a 50-metre outdoor heated pool, and a toddler play pool, offers a Learn to Swim program for children, and is home to the Ferny Hills and Districts Swimming Club.
The mural site is a brick wall located at the front entrance of Ferny Hills Aquatic Centre and faces Ferny Way. It is also right next to the bus stop on Ferny Way where school buses drop children off for lessons.
The mural size is approximately 12 metres by 2.2 metres for a total of 26 square metres.

Burpengary Regional Aquatic and Leisure Centre (wall mural)
Burpengary Regional Aquatic and Leisure Centre is one of the most visited sporting facilities in the City of Moreton Bay. The centre has a variety of pools and sports facilities as well as a water park, grandstands and childcare.
The mural site is at the back of the aquatic centre which is currently undergoing an upgrade that should be complete in early 2025. It is a very large wall that is visible from all points in the aquatic centre.
The mural size is approximately 14 metres by 5 metres for a total of 70 square metres.

Endeavour Esplanade, Newport (footpath mural)
Known for its predominately water-side residential housing with artificial canal waterways Newport is a popular suburb with families and retirees enjoying a coastal lifestyle.
The section of footpath selected for the mural site is near the Blue Park in Newport on Endeavour Boulevard. The footpath runs between the boating club and several very popular parks and has high foot traffic on the weekends.
The footpath is 40 metres long by 2 meters wide for a total of 80 square meters.

Blatchford Sporting and Recreation Reserve, Murrumba Downs (footpath mural)
This playground is part of a district-level recreation park in Murrumba Downs. The playground can be accessed via Goodfellows Rd from a large onsite carpark.
The recreation reserve features public amenities, large picnic facilities, a youth precinct, and a fully fenced dog off-leash area. Sporting facilities in the reserve include basketball and netball courts, cricket nets, fitness equipment and a pump track which is suitable for BMX, scooters, skateboards, rollerblades and roller skates.
The section of the footpath selected for the mural site connects the play area to the dog park and exercise area. The footpath is approximately 40 metres by 2 metres.

- 24 July 2025: Artist notified of the outcome
- 30 July - 15 October 2025: Concept design
- 15 October 2025: Concept design presentation
- 25 August - 5 September 2025: Workshop delivery
- 20 - 31 October 2025: Design development (footpath murals)
- March - April 2026: Painting, exact dates to be confirmed.
Assessment criteria
Expressions of Interest from artists will be considered against the following criteria:
- Strength and merit of artistic practice.
- Connection and relevance to the context of the mural site/s.
- Shows an understanding of making art for the public realm.
