Expressions of interest for Art At Large murals

Council invites expressions of interest (EOI) from experienced professional artists. This opportunity is open to all Australian artists. You do not need to live in the City of Moreton Bay to submit an EOI.

In this round of public art opportunities, Council is commissioning four separate murals. There will be one painted wall-based mural and three painted footpath murals.

Successful artists

Artists selected for the footpath artworks will be paid a concept design fee of $1500 and a design development fee of $2000 and superannuation.

The artist selected for the wall mural will be paid a concept design fee of $2000 and an installation fee of $8000, including materials and superannuation.

Community workshops

As part of the concept design phase, each artist will design and deliver a creative workshop for local community members who use the site. These workshops provide local community members with an opportunity to share what this site means to them. It is not about co-designing the mural. It is important that the artist is responsible for the mural design. Additionally, the workshops provide participants with:

  • an artist-led creative experience
  • some insight into the artist’s creative process
  • sense of local ownership and pride in the upcoming mural.

Artists will be paid a fee of $700 for the workshop and $140 for materials.

Curatorial themes

The sites for the four murals are all used as places for play and relaxation, and places for movement and travel. The themes of rejuvenation, the outdoors, play, movement and journeying will inform the artist briefs for these Art At Large commission opportunities.

The successful Art At Large artists will need to respond to at least one of the above themes and also respond to their assigned site when creating their concept design.

Mural sites

The footpath murals will be painted with specialised road paint and installed by external contractors. The selected artists will not be required to install their artworks.

The footpath mural artworks will cover up to approximately 40% of the footpath.  This means you will need to consider aesthetic composition and how the artwork elements are spread across the total allocated footpath area. 

Bells Caravan Park, Clontarf 

1 mural spread across 2 walls, approximately 40 metres squared total.

Bells Caravan Park is a popular seaside destination for tourists travelling from Brisbane. It's ideal for family-friendly holidays, peaceful retreats, and has full shower, toilet, and laundry facilities.

This mural commission opportunity is the facilities block in the Bells Caravan Park. This building is a brick module and the mural will be spread over two sides of the building.

Opposite the caravan park is Bells Beach, a popular spot for water recreation with playgrounds, barbecue facilities and more at the nearby Crockatt Park and Pelican Park.

The mural will be on the external walls of the facilities block, visible from Hornibrook Parade. The mural is also next to a shaded picnic area in the park that is often used by visitors.

Caboolture-Wamuran Rail Trail 

1 footpath mural that represents 40% coverage of a 100-metre section of footpath.

This mural commission opportunity is for a footpath mural on a section of the Caboolture – Wamuran Rail Trail. The mural will be designed for 100 metre section of footpath with the artwork composition to be approximately 40% coverage. The distribution of the artwork elements does not have to be even across the entire 100 metres. The composition needs to consider how to engage viewers who will be walking or cycling.

Site 2 is close to the Williams Road Underpass near Moodlu.

The rail trail is a part of the City of Moreton Bay's commitment to deliver active transport networks, making sustainable travel in the region easier.

The rail trail connects the Caboolture CBD, train station, local schools, adjacent parks, recreation facilities, and extends through to residential and rural areas in Wamuran. It provides a great opportunity for residents to be immersed in nature as they travel along the densely wooded path.

Pine Rivers Park, Strathpine

2 separate murals on 2 different footpaths, each 1.2 metres by 30 metres.

Pine Rivers Park is a major venue for events in the City of Moreton Bay. It is a large shady park that caters to everyone and is very popular with families. The playground is well equipped with a flying fox, a maze, a pedal-powered train, and there are lots of spots for rest on shaded benches and tables.

The wider park is popular for recreation and features a large stage and amphitheatre area. It is suitable for concerts, performances and events like PrideFest, Teddy Bears Picnic and Moreton Kids Festival. The playground area is a location for the Library’s Park Tales Storytime sessions.

One footpath (site 3) is located across the road from the playground and is a popular spot for walking and bike riding. It is in the main grassy part of the park and close to some well-established shade trees.

The other footpath (site 4) is located near the playground and runs between several large white shade structures and the car park.

Program timeline

Successful artists will work with Council across the following project milestones:

  • EOI opens: 25 May 2026
  • EOI closes: 6 July 2026
  • Artists notified of outcome: 10 July 2026
  • Concept design: 10 July to 15 September 2026
  • Artist workshop: between 24 and 29 August, TBC
  • Concept design presentation: 15 September 2026
  • Design development (footpath murals only): 5 October to 4 December 2026
  • Painting for Bells Caravan Park Mural: TBC, mid-October to November 2026
  • Final files due for Footpath Murals: 4 December 2026

  • Strength and merit of artistic practice.
  • Connection and relevance to the project.
  • Understanding of public art practice.
