Captain Cook Parade seawall renewal Deception Bay

City of Moreton Bay is reconstructing a section of failed seawall on Captain Cook Parade, Deception Bay. The wall is opposite Bayview Terrace and is about 120 metres long.

These project works provide a structurally sound seawall that can be raised at a future date. This addresses climate change by increasing the level of protection of public infrastructure against rising sea levels.

About the new seawall

The new structure will be a stepped concrete wall replacing approximately 120 metres of existing failing seawall. It will be backed by a reinforced concrete low-crest wall and footpath. The renewal works include the reconstruction of a stormwater outlet.

Impacts to residents and visitors

The boat ramp will need to be closed for the construction period. There are nearby boat ramps at Emerald Avenue and Balmoral Place.

Construction is expected to start in early February 2026 and be completed by late 2026. Construction will occur between 7:00 AM to 5:00 PM Monday to Friday, excluding public holidays.

All work will comply with the environmental approval conditions. These conditions help manage traffic on Captain Cook Parade and aim to avoid disruption to surrounding areas and the public by limiting:

  • noise
  • vibration
  • dust
  • odour and debris. 

Benefits of the new seawall

The current seawall is deteriorating from exposure to harsh marine conditions and age.

The new seawall is designed to last for 100 years. It can be modified in the future to withstand the projected sea-level rise.

It has the added benefit of protecting against the erosion of our marine and coastal environment. As well as protecting against wave overtopping and improving public amenity and safety.

The project forms part of Council’s long-term coastal protection seawall renewal program.
