Local Law Amendment 2025

Notice of Making Amendment Local Law (Effective Control of Dogs and Other Matters) 2025 and Amendment Subordinate Local Law (Minimum Standards for Keeping Dogs and Other Matters) 2025
1. Moreton Bay City Council (Council) has, by resolution dated 8 October 2025, made Amendment Local Law (Effective Control of Dogs and Other Matters) 2025 (Amendment Local Law) and Amendment Subordinate Local Law (Minimum Standards for Keeping Dogs and Other Matters) 2025 (Amendment Subordinate Local Law).
2. The Amendment Local Law amends:
(a) Alteration of Public Land Local Law 2023
(b) Animal Management Local Law 2023
(c) Commercial Use of Public Land and Roads Local Law 2023
(d) Community Standards for Public Land and Roads Local Law 2023
(e) Election Signs Local Law 2019
(f) Events Local Law 2023
(g) Parking Local Law 2023
(h) Signs Local Law 2023.
3. The Amendment Subordinate Local Law amends:
(a) Animal Management Subordinate Local Law 2023
(b) Bathing Reserves Subordinate Local Law 2023
(c) Community Standards for Public Land and Roads Subordinate Local Law 2023
(d) Parking Subordinate Local Law 2023.
4. The purpose and general effect of the Amendment Local Law and Amendment Subordinate Local Law is to align the local laws to State legislation and to address operational and drafting issues. Key changes include:
Animals
(a) Remove local law requirements for effective control of dogs (regulated by the Queensland Government)
(b) Clarify seizure powers for animals found wandering
(c) Introduce new requirements for animals repeatedly found wandering
(d) Introduce a new minimum standard for keeping dogs
(e) Amend the noise nuisance defence for keeping roosters
Public land and road
(f) Remove regulation of abandoned ships in Queensland waters (regulated by the Queensland Government)
(g) Remove regulation of maintenance of road verge
(h) Remove regulation of vessels on a road (regulated by the Queensland Government)
(i) Streamline the process for temporary closure of public land
(j) Permanently close part of Ned Bishop Park, Toorbul for conservation purposes
(k) Update off-street regulated parking area maps.
5. The following laws authorise the making of the Amendment Subordinate Local Law:
(a) Animal Management Local Law 2023;
(b) Bathing Reserves Local Law 2023;
(c) Community Standards for Public Land and Roads Local Law 2023; and
(d) Parking Local Law 2023.
6. A copy of the Amendment Local Law and Amendment Subordinate Local Law may be:
(a) inspected and purchased at Council’s public office; and
(b) viewed by the public on Council’s website and the website of the Department of Local Government, Water and Volunteers.
