15 October 2012 – Amendment 2/2012 (MBRC Amendment 8)

On 8 October 2012, Moreton Bay Regional Council adopted an amendment to the PineRiversPlan. The adopted amendment will have effect on and from Monday, 15 October 2012.

The purpose and general effect of the amendment is to update the zone and precinct maps within the PineRiversPlan to reflect an updated digital cadastral database, development approvals that have been acted upon, open space dedications and the correction of mapping errors.

10 April 2012 – Amendment 1/2012 (MBRC Amendment 6)

On 29 March 2012, Moreton Bay Regional Council adopted an amendment to the PineRiversPlan.  The adopted amendment will have effect on and from Tuesday, 10 April 2012. 

The purpose and general effect of the amendment is to:

  • Amend Chapter 4, Part 23 Special Facilities Zone Assessment Table (Table 4.23) to insert the words “Relevant Use Code (Ch. 6, Part 1)” to ensure that development is assessed against criteria relevant to the proposed use.
  • Amend Zone Map number 14.11 to change the zone of Lot 16 on SP232160 situated at Brendale to General Industry to reflect existing development approvals which have been acted upon.

23 December 2011 – Amendment 3/2011 (MBRC Amendment 5) 

On 15 December 2011, Moreton Bay Regional Council adopted an amendment to the PineRiversPlan, namely the Mango Hill Infrastructure Development Control Plan (MHIDCP). The adopted amendment will have effect on and from Friday, 23 December 2011.

The purpose and general effect of the amendment is to update and align the MHIDCP with current regional growth characteristics and the South East Queensland Regional Plan 2009–2031 which identifies North Lakes as a Major Regional Activity Centre.

The purpose and general effect of the amendments is to:

  • Update the zone maps to reflect an updated digital cadastral database, development permits that have been acted upon, open space and National Park dedications, community infrastructure designations and the correction of mapping errors

4 July 2011 - Amendment 1/2011 (MBRC Amendment 3)

On 14 June 2011 and 30 June 2011, Council resolved to adopt amendments to the PineRiversPlan.  The amendments commenced on 4 July 2011.  

The purpose and general effect of the amendments is to:

  • Introduce a new definition for ‘minor building work’ and amend the assessment tables to make minor building work exempt development in most instances
  • Create a new Sub-Precinct RB-10 over certain Residential B zoned land at Everton Hills and include additional outcomes for multiple dwelling units
  • Amend the definition for Hazardous and Offensive Industry to remove references to some plastic industries
  • Amend a number of animal related use and administrative definitions to reflect current Council policy and clarify the interpretation of the definitions
  • Amend an incorrect development trigger for operational work
  • Amend the description of Special Facilities Zone SF6

In accordance with section 123 of the Sustainable Planning Act 2009, Council's decision to adopt this amendment resulted in the repeal of Temporary Local Planning Instrument 01/10 Multiple Dwellings at Queens Road, Everton Hills.

20 February 2009 - Minor Amendment 1/2009

Council, at its Coordination Committee meeting held on 20 January 2009, resolved to adopt a minor amendment to the PineRiversPlan. This amendment commenced on 20 February 2009. The purpose of the minor amendment is to correct an error in the administrative definition of "Minor Building Work" and to renumber the definitions in the Administrative Definition Schedule in Chapter 7 Part 3 to correctly reflect their order.

15 December 2008 - Amendment 1/2007

On 29 October 2008, Council received formal notification from the Minister for Infrastructure and Planning advising that it may adopt amendments to the PineRiversPlan. Council, at its Coordination Committee Meeting held on the 25 November 2008, resolved to adopt Amendment 1/2007 to the planning scheme.

These amendments will take effect from 15 December 2008, and are expected to improve the efficiency of the PineRiversPlan as a planning instrument and address important operational matters.

The proposed planning scheme amendments are a result of extensive stakeholder and Councillor input and involves important changes to deal with operational issues associated with the planning scheme.

The purpose of proposed Amendment 1/2007 is to streamline the assessment process for domestic and other minor development, correct and update zone and overlay maps and to enhance the use of overlay codes.

Proposed Amendment 1/2007 will generally apply to the whole of the planning scheme area covered by PineRiversPlan, including the following parts of the planning scheme:

  • Introduction
  • Zone Assessment Tables
  • Overlay Codes
  • Development Codes
  • Administrative Definitions Schedule
  • Zone Maps and Overlay Code Maps

21 December 2007 - Minor amendment 1/2007

Council, at its General Meeting held on 4 December 2007, resolved to adopt a minor amendment to the PineRiversPlan. This amendment commenced on 21 December 2007.

The purpose / general effect of the minor amendment is to correct a mapping error incorrectly indicated on the zoning map by amending the Residential B and General Industry zone boundaries and corresponding RB-1 and GI-2 sub-precinct boundaries of lots 5-7 on RP79619, lot 11 on RP167640, lot 8 on RP167652 and lot 4 on RP855173 to correctly reflect the Leitchs Road deviation at Brendale.

Planning Scheme Policy Amendments

17 October 2011 – New PSP 42

Council, on 11 October 2011 resolved to adopt the following planning scheme policy supporting the PineRiversPlan:

  • Planning Scheme Policy 42 Simplified Application, Approval and Inspection Process for Street Lighting and Some Electricity Reticulation Works

The commencement of PSP 42 took effect on 17 October 2011.
The purpose and general effect of the planning scheme policy is to provide a simplified assessment, approval and inspection process for street lighting and some electricity reticulation works for certain development applications that satisfy the eligibility criteria.

4 July 2011 – Repeal of PSP 9 and PSP 41

Council, on 14 June 2011 and 21 June 2011 resolved to repeal the following planning scheme policies supporting the PineRiversPlan:

  • Planning Scheme Policy 9 Preparing and Submitting Plans of Subdivision and Associated Documents for Approval
  • Planning Scheme Policy 41 Minor Building Work

The repeal of PSP 9 and PSP 41 took effect on 4 July 2011.

29 October 2009 - Amendment 1/2009

Amendment 1/2009 included amendments to PSP21-27. These amendments commenced on 29 October 2009. The purpose and general effect of the amendments is to:

  1. Update Planning Scheme Policy 21 – Development Contributions for Trunk Infrastructure – Administration; and
  2. Update the Plan for Trunk Infrastructure (PFTI) associated with the policies, including cost estimates and mapping; and
  3. Update the method of calculating the contribution rates for each of the networks in the relevant policies.

There were a number of typographical errors in the documents that were identified after adoption. See current planning scheme policies (PSP) for the list of corrections, adopted policies and the updated policies. 

15 December 2008 - Amendment 3/2008

Amendment 3/2008 included amendments to PSP1, 9, 15, 16, 17, 18, 30 and 31 and new PSP10, 40 and 41. These amendments update terminology and some of the planning scheme policies generally and reflect amendments made to the PineRiversPlan. Further detail on the amendments can be found in the endnotes of each amended planning scheme policy.

Amendments were made to PSP1, PSP9, PSP16, and PSP30 and new PSP10 commenced on 28 November 2008. Amendments were made to PSP15, PSP17, PSP18 and PSP31 and new PSP40 and PSP41 commenced on 15 December 2008.

1 September 2008 - Amendment 2/2008

Amendment 2/2008 included amendments to PSP21-PSP27 inclusive in August 2008. These amendments commenced on 1 September 2008. The purpose and general effect of the amendments is to reflect the review work undertaken in 2007 and to ensure consistency with the draft Priority Infrastructure Plan Chapter currently with the State Government.

The amendments include, but are not limited to:

  • Replacement of the term ‘Local Community Purposes’ with ‘Open Space’
  • Alterations to the Designated Infrastructure Service Area
  • Reflecting updated network planning
  • Updating of contribution rates
  • Incorporation of additional supporting material

14 March 2008 - Minor Amendment 1/2008

Minor Amendment 1/2008 was made to PSP28 in March 2008. These amendments commenced 14 March 2008.

The minor amendment involved amending the appendix to the policy to specify requirements in Design Guidelines DG 02 and DG 03 for the provision of Asset Design and as Constructed (ADAC) electronic 'as constructed' information to be provided to council and changes to other Design Guidelines to reflect the renaming of Design Guideline DG 03.
