Plumbing applications

Listed below are the forms and plans required for plumbing applications submitted to council. To determine which category an application fits into see the Plumbing definitions page.


Domestic compliance assessable work

Work is not to commence until council has issued a Notice to Commence or Compliance Permit. 

Council conducts mandatory inspections of the work at various stages.  After work has been completed to council's satisfaction, a Compliance certificate (final certificate) is issued.  Where a greywater treatment plant is to be installed as part of the application, provide information as detailed below.

1) Application requirements for New Class 1A and Class 10 buildings (dwelling, shed or domestic out-building) or existing buildings without plumbing services:  
  • Application form (Form 1) or complete the details as part of the online application
  • Fees  
  • Architectural floor plan showing proposed sanitary plumbing fixtures
  • Site plan showing:
    • Location of proposed or existing building/s or structure/s
    • Proposed or existing on-site sewerage facility (for unsewered properties)
    • Property boundaries and easements (when applicable)  
     
  • Site and soil evaluator's report (for unsewered properties)
  • On-site sewerage facility authority form (for unsewered properties)
2) Application requirements for for Other Compliance Assessable Work (Domestic):  
  • Application form (Form 1) or complete the details as part of the online application
  • Fees  
  • Site plan showing the location of proposed or existing building/s or structures

Commercial, Industrial or Multi Unit Development compliance assessable work

Work is not to commence until council has issued a Notice to Commence or Compliance Permit.  Council conducts mandatory inspections of the work at various stages.  After work has been completed to council's satisfaction, a Compliance certificate (final certificate) is issued.

Application requirements for new and some existing Class 1B – Class 9 buildings and multiple dwellings, other compliance assessable work and premises mains: 
  • Application form (Form 1) or complete the details as part of the online application
  • Fees (number of inspections may need to be discusses by contacting council)
  • 1 set of hydraulic plans if submitted electronically.
  • Unitywater connection approval where applicable
  • Unitywater sub meter approval, where applicable
  • Unitywater trade waste approval, where applicable

On-Site Sewerage Facility (O.S.S.F) compliance assessable work  

1) Application requirements for Installation of an On-Site Sewerage Facility or Septic to O.S.S.F. conversion

This application may be submitted as part of the new Class 1 and Class 10 buildings and existing buildings without plumbing services. 

  • Application form (Form 1) or complete the details as part of the online application
  • Fees  
  • Site and soil evaluator's report (1 copy only)
  • On-site sewerage facility authority form
  • Site plan showing the location of the proposed or existing on-site sewerage facility (when applicable)
  • Additional information required when work is for testing purposes:
    • Details of the testing approval including any conditions
     
2) Application requirements for Conversion of an On-Site Sewerage Facility

This application type is not currently available as an online application.

  • Application form (Form 1) 
  • Fees  
  • Site and soil evaluator's report (1 copy only)
  • On-site sewerage facility authority form
  • The location of the proposed or existing on-site sewerage facility (when applicable) 
3) Application requirements for Conversion of an On-Site Sewerage Facility to Sewer

This application type is not currently available as an online application.

  • Application form (Form 1) 
  • Fees  
  • Site plan showing the location of proposed or existing building/s or structures
  • Architectural floor plan of existing building/s. 

Greywater compliance assessable work

Application requirements for Installation of a Greywater Treatment Plant

This application may be submitted as part of the new Class 1 and Class 10 buildings and existing buildings without plumbing services. 

  • Application form (Form 1)  
  • Fees  
  • Details of the proposed use of the greywater
  • On-site sewerage facility authority form
  • For Sewered sites
    • Site plan showing the location of proposed or existing building/s or structures
      •  Property boundaries and easements (when applicable)
      •  the location of the proposed greywater application area including distances from the area to boundaries, building, structures and impervious surfaces i.e. paved areas
      • Connection of the facility to the sanitary drainage 
       
    • Chief Executive Approval for greywater treatment plant
    • Information to exclude potential danger or health risk due to ponding or run off
     
  • For Unsewered sites:
    • Site plan showing:
      •  the location of proposed or existing building/s or structure
      • Property boundaries and easements (when applicable)
      •  the location of the proposed greywater facility and application area (distances from the area to boundaries, building, structures and impervious surfaces i.e. paved areas and each body of water proposed or existing
      •  proposed or existing on-site sewerage facility
      • Site and soil evaluator's report.
       
     
  • Additional information required for any site where the work is for testing purposes:
    • Details of the testing approval including any conditions  
     

Notifiable work

  • Form 4 - Notifiable work must be submitted to the Queensland Building and Construction Commission (QBCC) by the Plumber within 10 days of completing the work 
  • Council conducts audit inspections of Form 4's lodged with the QBCC

Minor and unregulated work

  • No application is required to council
  • No mandatory inspections are required for this application type 

Request for concurrence agency

Application requirements:
  • Application form (Request for concurrence agency for on-site wastewater management) or register and sign in to eServices to apply online
  • Fee
  • Floor plan
  • Site plan – scale of 1:200 showing the following (where applicable):
    • Existing and proposed building extensions/alterations on the subject lot
    • Site boundaries and easements fully dimensioned
    • Other structures on site e.g. pool, outbuildings etc.
    • Extent of cut and fill forming the building platform
    • Existing contours of site
     

How to apply

Hardcopy applications

Download the plumbing lodgement pack and other required forms from the related links below. Completed hard copy application forms must be submitted with the required fee to Council:

  • in person at any of Council's customer service centres with cheque, cash, eftpos, money order, MasterCard or Visa payment; or
  • via post with cheque or money order payment.

Online Applications

Applications for compliance assessable work and requests for concurrence agency may be submitted online via MBRC's eServices. 

Payment by MasterCard or Visa is required at the time of lodgement and the receipt will be issued in the name of the signed in user.

To apply online register and sign in to eServices, then select a link below to complete the fields, upload the required documents and pay the calculated fee. Inspections of compliance assessable work

The responsible person (licensed plumber/drainer) can book an inspection after receiving notification to commence work or a compliance permit. Inspection bookings must be in by 3.00pm the day prior to the inspection date. Additional fees apply for out of normal business hours inspections.

To book an inspection contact council with the following information:

  • Plumbing compliance assessment number
  • Property description details relating to the property where the inspection is required
  • The responsible person's name and contact details
