The Mill at Moreton Bay PDA

The Mill at Moreton Bay PDA Development Scheme(PDF, 18MB) commenced on 18 August 2017, replacing The Mill at Moreton Bay PDA Interim Land Use Plan. The Development Scheme applies to all development on land within the boundary of the PDA. 

Background 

The Mill at Moreton Bay Priority Development Area (PDA) was declared on 2 September 2016 by the Deputy Premier and Minister responsible for the Economic Development Act 2012.

It is approximately 460 hectares and is located within the suburbs of Petrie, Kallangur and Lawnton. The PDA is bordered by Lawnton Pocket Road to the south and the Redcliffe Peninsula Line in the north and north-west. It also includes the existing Petrie town centre to the west of Petrie station and land to the south of the new Kallangur station. The North Pine River and Yebri Creek traverse the PDA. 

The primary purpose of the PDA is to facilitate the development of the University of the Sunshine Coast Moreton Bay campus and associated uses. It also provides the opportunity to fast-track delivery of transit-oriented development in the existing Petrie town centre and land adjacent to or in proximity to Kallangur and Lawnton stations.

The Mill at Moreton Bay

City of Moreton Bay has established Millovate Pty Ltd as a wholly owned commercial entity to lead the vision and development of its strategic land parcel within The Mill at Moreton Bay PDA. Millovate will oversee the successful development and activation of The Mill at Moreton Bay, which comprises 65 hectares of council owned land zoned for urban mixed-use development and 110 hectares of green space.

Millovate is focussed on jump starting investment and shaping the direction of the precinct that is strategically sequenced to develop the site at a pace the region can absorb and in doing so drive long term economic development outcomes for the region. Public notification of the proposed Development Scheme for The Mill at Moreton Bay PDA was held from 12 April to 30 May 2017. During this time all interested parties - including the community, residents, and business operators were invited to view the proposed Development Scheme and make a written submission for consideration by Council. The Mill at Moreton Bay PDA Development Scheme Submissions Report(PDF, 2MB) summarises the submissions received during public notification of The Mill at Moreton Bay PDA Development Scheme. 

All submissions were considered by City of Moreton Bay and the Minister for Economic Development Queensland (MEDQ) and where appropriate and meeting the intent of the PDA amendments were incorporated into the final development scheme.
