Narangba East Temporary Local Planning Instrument 01/2026
The Narangba East Proposed Future Housing and Employment Area and Early Release Area Temporary Local Planning Instrument (TLPI) is a key element of the long-term planning outlined in the Narangba East Planning Investigation (NEPI).
Adoption of the TLPI
Council adopted TLPI 01/2026 on 17 June 2026, replacing TLPI 01/2025.
The TLPI will be in effect for 24 months from 18 June 2026, unless repealed earlier. During this time, Council will expedite planning and progress a future planning scheme amendment.
What the TLPI does
The TLPI:
- provides clearer direction on future land use for housing and employment
- maintains existing rural residential development and land use rights for landowners
- restricts incompatible urban development applications that may impact future development
- enables an Early Release Area near parts of Old Gympie Road and Richards Road for suitable business and employment activities.
The TLPI affects parts of the MBRC Planning Scheme 2016 within the Narangba East TLPI Area.
What is a TLPI
A TLPI is a short-term, statutory mechanism that can suspend or temporarily change how parts of a planning scheme apply.

Community feedback
Under the Planning Act 2016, Council can prepare a TLPI quickly when immediate action is needed. This means it does not have to go through the usual consultation process.
However, Council will seek input from the community regarding a future planning directions report. This report will inform changes to the local planning rules and land use zoning.

Developing a long-term policy position
Council has completed Phase 1 of the NEPI. Council is now moving forward with an integrated planning process, including a draft Future Directions Report for the broader Narangba East Rural Residential Investigation Area (RRIA).
Engagement on the draft Future Directions Report is expected to occur before the end of 2026.

Land use rights
The TLPI maintains current development and land use rights for landowners outside the limited Early Release Area. This includes works such as building a shed or house extensions consistent with rural residential zoning. It also restricts inconsistent and premature urban development, including subdivisions.
In the Early Release Area, the TLPI allows land to transition to appropriate business and employment uses while managing the impact on nearby homes and the environment. This may include activities, such as:
- low-impact industry
- outdoor sales
- service industry
- warehousing
- vehicle repairs.
Any development proposal will be subject to planning approvals and suitable access to major roads.

How this TLPI affects the planning scheme
This TLPI does not amend or repeal the MBRC Planning Scheme. Instead, it temporarily suspends parts of the planning scheme for properties within the Narangba East Temporary Local Planning Instrument Area with Early Release Area. It also provides levels of assessment and assessment benchmarks for the aspects of development to which the TLPI applies.
