Council hopeful of Minister’s approval for planning scheme amendment

Moreton Bay Regional Council resolved to amend the MBRC Planning Scheme at yesterday’s Council meeting.

Mayor Allan Sutherland said it had been a long journey to this point and thanked everyone involved.

“I’d like to acknowledge and thank the Department of State Development, Manufacturing, Infrastructure and Planning for their ongoing assistance,” he said.

“The department has worked collaboratively with our planners to expedite this amendment to our planning scheme. 

“We’ve made changes necessary to reflect feedback received from locals and to also address feedback identified through the State interest review.

“I want to thank everyone who provided feedback on the proposed amendment to the MBRC Planning Scheme and Planning Scheme Policies.

“In response to the community feedback received during this amendment process, Council has also committed to undertake further planning investigations, including a review of Secondary dwellings and the outcomes being achieved.

“We will also review the Next generation neighbourhood precinct and the outcomes being achieved, to inform future amendments to the planning scheme.

“We’re now in the process of writing back to everyone who made submissions, as well as writing to the State Government to advise how Council has addressed it’s feedback.

“It’s thanks to State Government’s tailored process that we’ve been able to streamline the approvals process with shorter timeframes and we will be requesting that the Minister allow Council to adopt the proposed planning scheme amendment.”

The amendment has been designed to improve functionality and address implementation issues, identified back in 2016 when the planning scheme first came into effect.

Community consultation on this amendment was advertised from 24 June to 19 August 2019.

In response to the community feedback received through this process, further changes have been made to the amendment.  These include, but are not limited to the following:

  • Retention of the maximum site density for development in the General residential zone - Next generation neighbourhood precinct;
  • Retention of the maximum gross floor area dimensions for Secondary dwellings in relation to frontage widths;
  • Retention of the movement network figures within the planning scheme;
  • Retention of the existing provisions in relation to cut and fill; and 
  • General editorial changes to improve clarity and consistency.

The complete ‘Consultation Report’ will be uploaded to Council’s website this week and the Planning Scheme Amendments will also be available for inspection and purchase at Council’s Customer Service Centres located at Strathpine, Caboolture and Redcliffe.
