Caboolture district
Animal Breeder Permits
A person may make application for an Animal Breeders permit. Permits will only be issued for dogs, cats or poultry. The applicant must be a current member of a recognised organisation. Refer to the criteria in Caboolture Shire Council's Local Law 24 - Keeping & Control of Animals 2007.
Birds
The keeping of caged birds that would require a large enclosure has specific siting requirements and may need Council approval. The keeping of excess birds may require an approved permit. Excess animal permits relate to specific zonings and land size. Refer to Caboolture Shire Council's Local Law 24 - Keeping & Control of Animals 2007 for additional information.
Goats
Goats are prohibited in zones other than Rural Residential and Rural Zones as outlined below.
- Rural Residential Zone - Goats are prohibited on land with an area less than 3,000 square metres. Four goats may be kept as of right on land with an area greater than 3,000 square metres.
- Rural Zone - There is no limit. Refer to the Planning Scheme.
Horses, donkeys & stock
These animals are prohibited in zones other than Rural Residential and Rural Zones as outlined below.
Horses and stock cannot be kept on land of 5,000 square metres or less. On any parcel of land greater than 5,000 square metres, the number of horses kept on the premises must not be in excess of the ratio of one horse per 4,000 square metres and must accord with the requirements of the Town Planning Scheme.
Horses can be exercised on Beachmere beach between Sandy Street and Louise Drive.
Pigs
Pigs are prohibited in all zones other than the Rural Zone as outlined below.
Rural Zone - A permit is required to keep a pig in a rural zone.
Poultry
The keeping of poultry is prohibited on land 800 square metres or less.
- Residential Zone - Up to 5 poultry may be kept on land over 800 square metres.
- Rural Residential Zone - Up to 20 poultry may be kept on rural residential zoned land with an area of 3,000 square metres or less. The keeping of more than 20 poultry will require an excess animal permit.
- Rural Zone - No limit. Refer to the Planning Scheme.
- Roosters - Two roosters may be kept as of right in the rural residential and rural zone on land with an area greater than 3,000 square metres. The keeping of roosters is prohibited in all other zones.
Sheep
- Rural Residential Zone - Two sheep may be kept as of right on land with an area of 3,000 square metres or less. Four sheep may be kept as of right on land with an area greater than 3,000 square metres.
- Rural Zone - No limit. Refer to the Planning Scheme.

Animals are a wonderful and important part of the Pine Rivers district. Our natural wildlife is a unique and enjoyable feature for all residents. A key priority for Council in the next five years, is the preservation of our natural wildlife and environment. Integral to the protection of our natural wildlife, is the responsible care and ownership of all pets and animals within the district.
Pets are a wonderful addition to any family, however it is important to understand your responsibilities as a pet owner. Keeping animals other than the specified number of dogs or cats on your property, may require a permit from the Council.
Proper enclosures
The Local Law enforces the requirement to provide proper enclosures for animals kept on the property and this includes cats. There is also special provision protecting the welfare of wildlife that may be within a specifically declared area. Fencing is sufficient if it contains your animals on your property. If an Animal can fit any part of itself over, under or through the fence, it may not be considered as properly contained on the property.
Permits
A permit system enables Council to consider and approve if it feels appropriate, the keeping of a type or number of animals that would normally be outside the scope of the Local Law. It is essential that an application be made and Council approval be obtained before any such animals or number of animals are held or kept on the property. Wildlife carers need to lodge an application for a permit but are not required to pay a fee. On approval of a permit, further fees may be incurred, eg. Dog Registration to register a third dog to the property
Penalties
The penalties under the Local Law have been substantially increased. In keeping with other legislation the penalties are described as Penalty Units and are set at two levels for a range of offences. For lesser offences a maximum of 20 Penalty units apply ($1,500.00). For more serious offences the magistrate may apply up to 50 Penalty Units ($3,750.00).
Where a matter is dealt with by an authorised officer on behalf of Council a penalty of between $75.00 and $375.00 may be imposed. Prosecution is considered only as a last resort.
