Plumbing applications

Listed below are the forms and plans required for plumbing applications submitted to council. To determine which category an application fits into see the Plumbing definitions page.


Compliance assessable work

  • Application form (Form 1) and associated documents, as per the 'Plumbing lodgement pack' to be submitted to council.
  • Work is not to commence until council has issued a Notice to Commence or Compliance Permit.
  • Council conducts mandatory inspections of the work at various stages
  • After work has been completed to council's satisfaction, a Compliance certificate (final certificate) is issued

Commercial, Industrial and Multi-unit development  applications follow the same process mentioned above. Fees and number of inspections may need to be discussed by contacting council.

Notifiable work

  • No application required to council
  • Form 4 - Notifiable work must be submitted to the Plumbing Industry Council (PIC) by the Plumber within 10 days of completing the work

Council conducts audit inspections of Form 4's lodged with the PIC.

Minor and unregulated work

  • No application is required to council
  • No mandatory inspections are required for this application type

Request for concurrence agency

  • Application for 'Request for concurrence agency for on-site wastewater management' application to be submitted to council

On-site sewerage facility conversion

  • Application forms and plans as per the 'Plumbing lodgement pack' to be submitted to council         

Conversion on-site sewerage facility to sewer 

  • Application forms and plans as per the 'Plumbing lodgement pack' to be submitted to council

Inspections of compliance assessable work

The responsible person (licenced plumber/drainer) can book an inspection after receiving notification to commence work or a compliance permit.  Inspection bookings must be in by 3.00pm the day prior to the inspection date.

To book an inspection contact council with the following information:

  • Plumbing compliance assessment number
  • Property description details relating to the property where the inspection is required
  • The responsible person's name and contact details.

Additional fees apply for out of normal business hours inspections.
